John Miklos

President

As president and senior project manager of Bio-Tech Consulting, John has conducted and contributed to environmental evaluations and permitting in Florida, Georgia, Louisiana, Alabama, South Carolina, Texas, and the Bahamas. He advises clients on issues involving wetlands, uplands, wildlife, water quality, land management, land development, aquatic maintenance, and permitting with various regulatory agencies. John holds a bachelor’s degree in Limnology from the University of Central Florida and has more than two decades of professional experience.

Prior to founding Bio-Tech Consulting in 2003, John was employed at Modica and Associates for nearly 11 years, where he served as vice president and senior project manager. During this period, he was also president of Aquatic Management and Consulting, a lake and aquatics maintenance firm, and vice president of Phase One Site Assessors, a preliminary risk analysis company.

John has over 21 years of staff management, project management and permitting experience in the private sector. He entered the field of environmental consulting in the early 1990s, which was near the beginning of a land development boom in Florida. Since then, he has gained extensive permitting knowledge and established many relationships in the development industry and the various environmental regulatory agencies throughout the Southeastern United States. John has extensive experience in environmental and wildlife permitting, mitigation, wetland delineation, and listed species evaluations – and he is also very well-versed in water quality studies and environmental management of lands and aquatic systems

John is also well practiced in coordinating with civil engineers, land planners, surveyors, land use attorneys and geotechnical engineers for site plan design, and mitigation design to include preservation, enhancement, creation and restoration. Having vast experience with resolving wetland, wildlife and other permitting issues, he has a firm understanding of an applicant’s needs, including project goals, timeframes, budget priorities, and the ability to navigate the various federal, state and local government regulatory systems. John has written numerous technical reports and permitting documents, and he is often retained as an expert witness and regularly appears before governmental and regulatory boards and commissions.

Joe Galletti

Vice President

Joe has more than 20 years of professional experience in project management and environmental permitting. He entered the environmental consulting and development community at the beginning of Central Florida’s land development boom in the early 1990’s. Along with his extensive experience in resolving wetland, wildlife and other permitting issues, Joe is a Certified Florida Environmental Assessor and leads Bio-Tech Consulting’s Phase I Environmental Site Assessment and Water Quality monitoring teams.

Joe graduated from the University of Central Florida with a Bachelor of Science in Biological Sciences

Jay Baker

Director

Jay has more than 18 years of professional experience in project management, water sampling and testing, and environmental permitting. Jay’s experience includes project troubleshooting and resolving wetland, wildlife and other permitting issues. In addition to his abilities in wetland delineation and wildlife identification, Jay has extensive water quality monitoring experience and laboratory-based water sample analysis. His skills also include proficiency with AutoCAD and other computer-based technologies that are necessities in the modern environmental consulting field.

John Lesman

Director

John brings more than 23 years of professional experience in project management, environmental consulting and permitting to the Bio-Tech Consulting team. In the mid-1990s, he joined the South Florida Water Management District where he gained extensive experience in the review and permitting of projects through multiple criteria, including Environmental Resource (ERP), Management and Storage of Surface Waters (MSSW), and Wetland Resource Management permitting. John joined Bio-Tech Consulting in 2004, and his experience and abilities include extensive permitting knowledge, including mitigation banking, wetland delineation, mitigation design, grandfathered projects and related project management. He has written numerous technical reports and permit-related documents. John has a firm understanding of client-needs and is well versed in development-related environmental permitting, troubleshooting, issue resolution, and timeframe and budget management.

John has extensive knowledge and experience with Florida’s Uniform Mitigation Assessment Method (UMAM), which is used to determine mitigation requirements. He participated in some of the original UMAM workshops and served as an instructor at SFWMD sponsored UMAM training events. He is currently a member of multiple workgroups dedicated to UMAM rulemaking and revisions.

John is an active member and participant in several organizations. He is a Gubernatorial Appointee and serving his second term as a member of the East Central Florida Regional Planning Council. John is a former President and Board member of both the Central Florida Association of Environmental Professionals and its parent chapter, the Florida Association of Environmental Professionals. He is also an appointed member of the South Florida Water Management District’s Wetland Resource Advisory Commission (WRAC).

John earned a Bachelor of Science in Biological Sciences from Auburn University and a Master of Science in Biological Science from the University of Central Florida.
